Opened in 1976 as the Victoria Inter-Continental, it was among the first internationally managed hotels in the Polish People's Republic — a category that existed precisely because the state needed hard-currency accommodation for foreign visitors. That role is the direct ancestor of the venue upstairs: currency-controlled gaming aimed at foreign guests appeared in a small number of such hotels well before the market reopened.

After 1989 the legal framework changed and private operators entered. Casinos Poland, established at the beginning of the 1990s and still the country's largest chain, operates the venue here under a Ministry of Finance concession granted for these premises under the Gambling Act of 2009 (Dz.U. 2009 nr 201 poz. 1540). The hotel itself passed into the Accor portfolio and was comprehensively redesigned by Didier Gomez before reopening as Sofitel Warsaw Victoria.

So the address carries two overlapping histories: a state-era hotel built for foreign currency, and a post-transition concession market that formalised what those hotels improvised.
